I think the modded game has different save files than the unmodded so you might have to copy over some stuff from one to the other. He's on steam, but I can't imagine it would matter if it was on EGS. If I remember correctly you can even get rid of it after you have it so it's not a huge deal. My friend uses the respec potion all the time from a mod, has never been declared a cheater.
